DESCRIPTION OF AN ANTI-SHOPLIFTING SCHEME IN EFFECT IN ENGLAND WHICH INVOLVES MERCHANTS ALERTING OTHER PARTICIPATING MERCHANTS TO THE PRESENCE OF SUSPECTED THIEVES OR VANDALS IN THE VICINITY OF THEIR BUSINESSES.
Abstract
AN EARLY WARNING SYSTEM IS FREE, WITH MEMBERSHIP OPEN TO ALL RETAILERS. IF A PARTICIPANT RETAILER BECOMES THE VICTIM OF THEFT OR FRAUD, OR HAS SUSPICIONS OF IT, HE TELEPHONES A DESCRIPTION OF THE CRIME AND PERPETRATOR (S) TO THE POLICE, AND THEN TO THE NEXT MERCHANT ACCORDING TO A PRE-ARRANGED PLAN. THE NEXT MERCHANT CONTINUES PHONING THE MESSAGE ACCORDING TO THE PLAN. THE SCHEME HAS ALSO BEEN USED TO TRACE VANDALS AND THE PERPETRATORS OF BOMB HOAX SCANDALS. THE AUTHOR SUGGESTS WAYS OF IMPROVING THE CURRENT PROGRAM AND IMPLEMENTING COMPELMENTARY ONES TO STRENGTHEN RETAIL DEFENSES AGAINST PROFESSIONAL THIEVES. ....EB
