PARK LAW ENFORCEMENT PROBLEMS AND REQUIREMENTS ARE ANALYZED IN THIS STUDY OF THE EAST BAY REGIONAL PARK DISTRICT (EBRPD) IN CALIFORNIA. OBJECTIVES, MAJOR ACTIVITIES, AND RECOMMENDATIONS ARE DISCUSSED.
Abstract
THE MAJOR OBJECTIVES OF THE MODEL PARK POLICE FORCE PLANNING STUDY WERE TO DEFINE THE ROLE OF REGIONAL PARK PUBLIC SAFETY PERSONNEL IN TERMS OF MAJOR CONTROLLING POLICIES AND GOALS; TO ESTABLISH CRITERIA OR GUIDELINES FOR THE ADMINISTRATION, ORGANIZATION, AND OPERATION OF A REGIONAL PARK POLICE DEPARTMENT; TO DEVELOP A LONG-RANGE REGIONAL PARK POLICE PLAN; AND TO DEVELOP A SHORT-RANGE PLAN FOR IMPROVING THE ADMINISTRATION AND OPERATION OF THE EBRPD POLICE FORCE. THE STUDY WAS LIMITED TO LAW ENFORCEMENT FUNCTIONS AND DID NOT INCLUDE FIRE SERVICES. SEVERAL SURVEYS WERE CONDUCTED AS PART OF THE STUDY INCLUDING A PUBLIC OPINION SURVEY, A SURVEY OF THE CHIEF LAW ENFORCEMENT OFFICIALS IN 12 CALIFORNIA CITIES AND ALAMEDA AND CONTRA COSTA COUNTIES, AND A SURVEY OF PARK POLICE AGENCIES IN OTHER AREAS OF THE COUNTRY. FINDINGS FROM THESE SURVEYS AND A DETAILED SURVEY OF THE EBRPD PUBLIC SAFETY DEPARTMENT (PSD) ARE DISCUSSED IN THE REPORT. THE BALANCE OF THE PROJECT INVOLVED DEVELOPMENT OF SPECIFIC RECOMMENDATIONS FOR PSD IMPROVEMENTS. A TOTAL OF 19 SHORT-RANGE AND 6 LONG-RANGE SUGGESTIONS RESULTED. THE SHORT-RANGE RECOMMENDATIONS SHOULD OCCUR OVER THE NEXT 2 TO 3 YEARS AND WILL BE IMPLEMENTED TO ESTABLISH A WORKING MODEL POLICE FORCE. THE RECOMMENDATIONS COVER AREAS OF CONSIDERATIONS SUCH AS PERSONNEL, ADMINISTRATIVE FUNCTIONS, ALLOCATION OF PATROL OFFICERS, AND INVESTIGATIVE METHODS. LONG-RANGE RECOMMENDATIONS INCLUDE PERIODICALLY REVISING PARK POLICE POLICIES AND GOALS, ESTABLISHING COOPERATIVE ARRANGEMENTS WITH ALLIED AGENCIES, ESTABLISHING A LONG-TERM CRIME PREVENTION PLAN, AND SEEKING GRANTS TO DEVELOP AND TEST NEW COMMUNICATIONS SYSTEMS.
