A readaptation center in New York, Le Portage, has started a program for prisoners based on the therapeutic community model called the ECHO program that was implemented at a medium security penitentiary in Laval, Quebec, Canada.
Abstract
The ECHO program implies reciprocal interaction between inmates; it provides a positive environment that allows personal development in a group setting where members help each other. Penitentiary personnel and residents work together to establish and maintain an environment in the prison milieu that is based on positive reinforcement. Group members concentrate on changing their behavior and confronting possible negative attitudes that may be harmful to both the individual and the unit. The ECHO program's minimum duration is 6 months. No provision can be made during this period for temporary absences, transfers, parole, or probation. A daily mandatory meeting is held in which all unit prisoners must participate, followed by therapeutic activities and a mandatory evening meeting. Verification or confrontation groups take place four times a week, and inmates must participate in at least two of these. Work teams are designed to help inmates work as team members, make them responsible, and make them feel useful. The network approach of the ECHO program aims to make participants more outgoing and help them change their lifestyles and their view of society. 9 references
