AN ECONOMIC MODEL IS PRESENTED, BASED ON LITERATURE RELATED TO THE THEORY AND ADMINISTRATION OF NON-PROFIT ORGANIZATIONS, WITH ATTENTION FOCUSED ON THE TRADE-OFFS AMONG ALTERNATIVE USES OF RESOURCES FOR CORRECTIONS.
Abstract
REASONS WHY THE CURRENTLY CONSTITUTED CANADIAN JUDICIARY WOULD NOT BE EXPECTED TO CHOOSE EFFICIENT SENTENCE LENGTHS ARE LISTED. A PAROLE PROGRAM MAY, IN PART, REDRESS THE MISALLOCATION OF RESOURCES OCCASIONED BY THE COURTS; IF SENTENCE LENGTHS ARE EXCESSIVE, PAROLE ACTS TO MAKE CORRECTIONAL INSTITUTIONS MORE EFFICIENT, WITH THE RESULT THAT THE ENTIRE CRIMINAL JUSTICE SYSTEM MOVES CLOSER TO A POSITION OF OPTIMALITY. A PROPOSAL TO INCREASE THE INCENTIVE TO OBTAIN AN EARLY RELEASE THROUGH PAROLE IS DISCUSSED. (AUTHOR ABSTRACT) --SUMMARY IN FRENCH
