THE PROBLEMS IWTH THE CRIMINAL DISPOSITION REPORT SYSTEM OF THE CRIMINAL BRANCH OF THE SUPREME COURT ARE NOTED, AND RECOMMENDATIONS CONCERNING THE USE OF THE CRIMINAL DISPOSITION REPORT FORM JC 500 ARE MADE.
Abstract
THE PURPOSE OF THE JC 500 SYSTEM IS TO BRING TOGETHER SIGNIFICANT DATA ON CRIMINAL OFFENDERS FROM THE TIME OF ARREST TO ULTIMATE COURT DISPOSITION. THIS INCLUDES A COMPLETE ACCOUNTING OF COURT ACTION, BEGINNING WITH THE CHARGE, PROGRESSING THROUGH SUCCESSIVE STEPS IN HANDLING THE DEFENDANT AND ENDING WITH THE OUTCOME OF THE CHARGE SINCE ITS INCEPTION, HOWEVER, THE JC 500 SYSTEM HAS BEEN PLAGUED WITH BACKLOGS AND BOTTLENECKS AT EVERY CRITICAL POINT. A PHASE OUT OF THE STATE ADMINISTRATOR'S OPERATIONAL (AS OPPOSED TO ADMINISTRATIVE) ROLE IN JC 500 ARREST CHARGE-RELATED CASE DISPOSITION REPORTING DATA FLOW IS RECOMMENDED. ALSO, IT IS SUGGESTED THAT A SIMPLIFIED CASE DISPOSITION REPORTING SYSTEM BE DEVELOPED. SEVERAL STEPS TO SIMPLIFY THE JC 500 WORKFLOW ARE RECOMMENDED, PENDING THE IMPLEMENTATION OF THE FIRST TWO RECOMMENDATIONS.
