This study examined and compared several of France's Special Penal Facilities for Minors (EPM), which were opened in France during the 2000s.
Abstract
The purpose of the EPMs is to provide distinctive and well-funded programs for youth while they are in custody. The services provided by EPMs include special social education, academic courses, and comprehensive health services. The study found that despite the common mission of the EPMs, there were disparities in their quality of services and functioning. Disciplinary and security measures were given high priority, which impeded inter-professional interactions and rehabilitative interventions. Education services for residents were fragmented, with little adaptation to the custodial setting. 1 figure and a 13-item bibliography
