The mission statement of the Canada Correctional Service urges correctional facilities to assist offenders to become law-abiding citizens; correctional education plays an important role in the programming that leads to this goal. Lack of education often brings people into conflict with the criminal justice system, and education can help in altering behaviors and providing offenders with skills supportive of their reintegration into the community. This is the specific mission of the Education and Personal Development Division.
Abstract
The education program in Canada's correctional facilities consists of adult basic education, secondary education, vocational education, and post-secondary education. In institutions offering educational programs, 44 percent of eligible inmates participated in some capacity. The national targeted teacher/student ratio was set at 10:1, a goal that was achieved. The ongoing goal of maintaining the annual cost per pupil at or below $7,800 was also achieved. The programs and effectiveness of each component of the education program are described.
