This document contains recommendations for creating a better and safer educational system in Illinois.
Abstract
An educational advisory committee presents recommendations they believe to be vital for creating a better and safer educational system in the state. Their recommendations are described in six major categories: (1) Funding (statewide equity in per-pupil spending; increased state funding); (2) Delinquency Prevention (state assistance to high-risk children and families with special needs; collaboration with social and mental health services; schools as a focus of community services and activities; special provisions for children with severe disabilities and their families); (3) Truancy and Dropout (studies of what happens to students expelled from school; studies of how to assist students returning to school; new incentives to keep students in school, such as alternative programs leading to graduation, improved educational relevance, and individual career plans); (4) Correctional Education (exemplary programs and pilot programs relating to reduction of recidivism; help for offenders released from jails and prisons to make smooth transitions into community, social, employment, and educational programs); (5) Adult Education (a coordinated and integrated adult basic education plan); and (6) Training for Educators and Criminal Justice Professionals (courses and subjects described).
