This manual guides staff in the establishment of an education department in a new Federal correctional institution.
Abstract
Planning in conjunction with the Central Office of the Federal Bureau of Prisons includes obtaining the necessary funds from the Central Office's Education Division for prison industries and associated programs and projecting inmate academic, occupational, social, and leisure time programs expressive of the bureau's correctional philosophy. The Regional Education Administrator must contact Central Office education and industry staff to discuss new institution designs and programs. This should be done soon after the decision to construct, acquire, or lease a new facility. The administrator will propose a facilities design to house proposed industries and education areas. The administrator must also submit a staffing plan for the education department. A timetable should be set for announcing positions and beginning staff functions. Minority and other recruitment requirements must also be assessed. A program plan will be tailored to a projected demographic profile of inmates, and it must conform to relevant bureau standards. A budget plan will cover the first year's operation. The supervisor of education coordinates and implements the planned education program. All steps in the planning and implementation process are detailed. The appendix lists sources for educational materials.
