THE SUCCESSFUL PROGRAM IN THE PHILIPPINES TO COMBAT DRUG ABUSE THROUGH TREATMENT SERVICES AND EDUCATION STRESSES COORDINATION OF ORGANIZATIONS, MULTIDISCIPLINARY COOPERATION, AND COMMUNITY PARTICIPATION.
Abstract
THE EDUCATIONAL PROGRAMS ARE BASED ON THE NOTION OF DRUG ADDICTION AS A HUMAN PROBLEM AND ARE DESIGNED BY AN INTERINSTITUTIONAL EDUCATION COMMITTEE WHICH SEEKS TO STIMULATE PARTICIPATION OF INDIVIDUALS AND GROUPS BY MAKING THEM AWARE OF THE PROBLEM'S CAUSES. AN INTEGRATED ACTION PLAN POSTULATED IN 1974 AT AN INTERNATIONAL MEETING ON EDUCATION IN PREVENTION OF DRUG ABUSE EMPHASIZES THE NEED FOR SPECIFIC DRUG EDUCATION IN CHILDREN'S INSTITUTIONAL PROGRAMS, PARENT GROUPS, AND EXISTING COMMUNITY PROGRAMS, AS WELL AS FOR CREATION OF NEW ACTIVITIES FOR YOUTH ENCOURAGING MENTAL AND PHYSICAL HEALTH, VALUE DEVELOPMENT, FLEXIBILITY, RESPONSIBILITY, COMMUNICATION WITH PARENTS, AND A SENSE OF COMMUNITY. EDUCATION PROGRAMS INCLUDE A COMPREHENSIVE PILOT PROJECT FOR THE COMMUNITY OF SAN ANTONIO, A YOUTH CIVIC ACTION PROGRAM WITH DISCUSSIONS OF THE PROBLEM, A WORKSHOP FOR LEADERS OF YOUTH ORGANIZATIONS, COURSES TO INFORM PARENTS OF THEIR RESPONSIBILITIES TOWARDS THEIR CHILDREN, A SPECIAL TRAINING COURSE FOR SOCIAL SERVICE WORKERS, RED CROSS AND SECURITY SERVICES DEPARTMENT PROGRAMS FOR TRAINING VOLUNTEERS AND PROFESSIONALS, AND AN ACTIVE NATIONAL BOY SCOUT PROJECT. FURTHER PROGRAMS IN STELLA MARIS COLLEGE, QUEZON CITY, MAPA HIGH SCHOOL IN MANILA, AND THE UNIVERSITY OF THE PHILIPPINES HAVE FOCUSED ON THE ROLE OF SCHOOL STRUCTURE AND OF PARENT-STUDENT AND TEACHER-STUDENT RELATIONSHIPS IN PREVENTION, AS WELL AS ON THE NECESSITY OF TEACHER AND HEALTH PROFESSIONAL TRAINING IN THIS AREA AND ON REVISION OF EDUCATIONAL DIRECTIVES IN DRUG MATTERS. INFORMATION SERVICES ARE PROVIDED TO THE COMMUNITY BY SPECIAL DEPARTMENTS OF THE POLICE AND GOVERNMENTAL AGENCIES, BY NUMEROUS COMMUNITY ORGANIZATIONS DURING DRUG ABUSE PREVENTION WEEK, AND BY PRESS BROCHURES, NEWS RELEASES, AND PHOTOGRAPHIC REPORTS, AS WELL AS BY TELEVISION FILMS AND REPORTS. THE EFFECTIVENESS OF EACH PROGRAM IS MONITORED SEPARATELY, BUT THE OVERALL RESULTS OF THE CAMPAIGN CANNOT BE MEASURED PRECISELY, ALTHOUGH THE MORAL CLIMATE EFFECTED BY IMPOSITION OF MARTIAL LAW SEEMS TO HAVE BENEFITED PUBLIC PARTICIPATION. --IN FRENCH.
