THIS PAPER EXPLORES THE BACKGROUND OF A RAPID RISE IN BOTH THESE COSTS AND PATROL CAR DOWN TIME FOR REPAIRS IN INDIANAPOLIS (IN) BETWEEN 1968 AND 1972 AND IDENTIFIES SOME OF THE SPECIFIC REASONS FOR THIS RISE.
Abstract
AN INCREASE OF MORE THAN 420 DOLLARS PER CAR (250 DOLLARS FOR INCREASED REPAIRS, 45 DOLLARS FOR INCREASED FUEL CONSUMPTION COSTS, AND THE REST FOR INFLATION AND OTHER CAUSES) WAS TRACED TO THE USE OF EXHAUST EMISSION CONTROLS. A NATIONAL SURVEY INDICATED SIMILAR EFFECTS NATIONWIDE. POSSIBLE ACTIONS RECOMMENDED TO REDUCE COSTS INCLUDE DEVELOPMENT OF ENGINE MODIFICATIONS, ALTERATION OF OPERATION PROFILES, CHANGES IN PURCHASE/ SALE POLICIES, AND USE OF SMALLER CARS. BOTH SHORT AND LONG TERM SOLUTIONS ARE DISCUSSED. AREAS FOR FUTURE RESEARCH AND ANALYSIS ARE ALSO IDENTIFIED. (AUTHOR ABSTRACT MODIFIED)
