EVALUATION OF PILOT PROGRAM EFFECTIVENESS IN REDUCING RECIDIVISM THROUGH VOCATIONAL UPGRADING.
Abstract
RESULTS REVEAL THAT THE PROGRAMS TARGET POPULATION WAS MORE MARGINAL AND RECIDIVISM PRONE THAN A GROUP OF ADEQUATELY EMPLOYED PROBATIONERS. CLIENTS WERE RATED ON PARTICIPATION, ACADEMIC ACHIEVEMENT AND PERSONALITY CHARACTERISTICS. THE PROJECT EFFECTIVELY REDUCED THE UNEMPLOYMENT RATE, AIDED EMPLOYMENT SATISFACTION, AND REDUCED RECIDIVISM. A REVIEW OF CLIENT PROBLEMS WITH REGARD TO PROGRAM OPERATION IS PROVIDED AS WELL AS INFORMATION ON PROGRAM EFFICIENCY, AND EFFECTIVENESS. FINDINGS CAST DOUBT ON THE ASSUMPTION THAT UNEMPLOYMENT IS A MAJOR CAUSE OF RECIDIVISM.
