This paper focuses on how the criminal justice systems of England and Wales have responded to crimes related to urbanization and industrialization.
Abstract
A population table is followed by a table that shows the number of offenses recorded by police in 1981 and 1991. The third table presents the levels of recorded and unrecorded crime in 1987. Categories of crimes associated with the urban environment are shown by percentage of total crimes for 1989. Some 94 percent of recorded crimes were property offenses. Crimes measured by the British Crimes Survey are shown for 1987. A graph shows the peak age of offending in England and Wales for 1989 for males and females. A narrative description of elements of the criminal justice system in England and Wales is accompanied by tabular and graphic data on police clearance rates for 1989, the prosecution process, attrition within the criminal justice system, the sentencing process, and victim compensation schemes. Other sections discuss vulnerable witnesses (women and children), frightened witnesses, interagency cooperation and training, juveniles, specific offense trends, public order, and drug offenses.
