RESULTS OF A POLICE SERVICES SURVEY OF CITIZENS, POLICE OFFICIALS, AND MUNICIPAL OFFICIALS, WITH PROFESSIONAL GUIDELINES FOR MUNICIPAL POLICE SERVICES AND ALTERNATIVE METHODS FOR MEETING STANDARDS FOR POLICE SERVICES.
Abstract
FORTY-THREE CITIES, BOROUGHS, AND TOWNSHIPS IN PENNSYLVANIA, ARE PRESENTING THE GREATEST AMOUNT OF DIVERSITY POSSIBLE WERE SELECTED FOR THE STUDY. THE SURVEY WAS CONDUCTED FROM JULY 1971 TO NOVEMBER 1972, USING QUESTIONNAIRES WHICH WERE DESIGNED TO FIND OUT WHAT PROFESSIONALLY RECOGNIZED POLICE ACTIVITIES THE POLICE CHIEFS, MUNICIPAL OFFICIALS, AND CITIZENS BELIEVED NECESSARY FOR EFFECTIVE LAW ENFORCEMENT, WHAT EACH THOUGHT OF HIS LOCAL POLICE SERVICES, AND WHAT CHANGES, IF ANY, HE BELIEVED SHOULD BE MADE. EXPANSION OR IMPROVEMENT IN POLICE SERVICES WAS FOUND TO BE CLEARLY DESIRED BY CHIEFS, SUPERVISORS, AND CITIZENS. OTHER SURVEY RESPONSES ARE REPORTED FOR EACH GROUP. GUIDELINES FOR CAPABILITIES, SERVICES, SUPPORTIVE SERVICES, MANPOWER, AND THE NEED FOR PROFESSIONAL PERSONNEL PRACTICES ARE PROVIDED. SEVERAL ALTERNATIVE METHODS OF PROVIDING POLICE SERVICES, SUCH AS PROVIDING SERVICES WITH MUTUAL AID ASSISTANCE FROM AN ADJACENT MUNICIPALITY, WITH INFORMAL ASSISTANCE FROM STATE POLICE, WITH SERVICES CONTRACTED FROM OTHER AREAS OR BY BEING PART OF A REGIONAL POLICE FORCE ARE REVIEWED.
