This was a report for the Eighth United Nations Congress on the Prevention of Crime and the Treatment of Offenders, which was to meet in Havana, Cuba, August 27 to September 7, 1990.
Abstract
The topics are international organized crime and terrorism. The nature of these activities and efforts to prevent and control them are discussed, as are such subtopics as money laundering, and linkages between illegal drug trafficking and organized crime and terrorist groups. Prevention and control strategies are reviewed. Recommendations are given for establishing an international criminal law and court, and model treaties are shown. A table shows statistics for the incidence of international terrorism by type of act, by region, by target, and by numbers of victims, for selected years from 1968 to 1987. International crime has grown substantially in frequency and sophistication. 26 endnotes
