This manual applies general principles for task force organization and operation to the management of prison overcrowding policy teams.
Abstract
An overview of task forces and committees identifies the strengths and weaknesses/problems of such entities, followed by a listing of factors that affect the effectiveness of a group's operation. A discussion of the leadership of policy team meetings identifies the division of work between the chairperson and the staff director as being critical. Specific leadership advice focuses on principles for charing a meeting as well as suggested approaches for addressing common problems that arise in conducting meetings. Other leadership issues considered are group analysis and decisionmaking. Major sections of the manual also cover the management of the policy team startup, pacing and timing of the team's work, and use of structured meeting techniques. Practical advice focuses on developing a substantive agenda, delineating the staff role, managing team information processing, and using team subgroups. Other issues addressed encompass dealing with team member absenteeism, resolving conflict, and assessing policy team operations. A meeting assessment form is provided.
