Abstract
THE USE OF POLICE MANPOWER IS TO BE MADE MORE EFFECTIVE THROUGH PROPER USE OF SPECIALIZATION; USE OF CADET, RESERVE, AND CIVILIAN PERSONNEL; AND EFFICIENT DEPLOYMENT OF THE FIELD FORCES. THE ADVANTAGES AND DISADVANTAGES OF FIELD FORCE SPECIALIZATION ARE DISCUSSED AND RECOMMENDATIONS ARE MADE FOR VARIOUS TYPES OF POLICE DEPARTMENTS. PRACTICAL USES FOR RESERVE FORCES ARE RECOUNTED WHICH CAN INCREASE COMMUNITY PROTECTION AT LOW COST. EACH CHAPTER INCLUDES THE AUTHORS RECOMMENDATIONS TO THE COMMISSION IN DETAIL.
