Abstract
POLICE GENERALIZATION AND POLICE SPECIALIZATION ARE DEFINED WITH THE ADVANTAGES AND DISADVANTAGES OF EACH. A BALANCE IS INDICATED DEPENDING ON AREA, SIZE OF FORCE, AND WORK VOLUME. ELEMENTS AND OTHER CRITERIA OF THE WEIGHTING SYSTEM IN CHRONOLOGICAL AND GEOGRAPHICAL DISTRIBUTION OF THE PATROL FORCE ARE PRESENTED, WITH TYPES OF PATROL SYSTEMS. THE NEED FOR CONSTANT REEVALUATION, HISTORY, ORGANIZATION, AND USE OF POLICE RESERVES ARE ANALYZED. THE USE OF POLICE CADETS AS CLERKS AND OTHER NON-ENFORCEMENT POSITIONS IS DESCRIBED. THIS RELIEVES PATROLMEN FROM CLERICAL WORK, ELIMINATES CIVILIAN EMPLOYEES AND THE CADET OBTAINS SOME BACKGROUND EXPERIENCE.
