This report presents an evaluation of the Alcohol Safety Programs implemented under Minnesota State law in order to identify the severity of a driver's chemical abuse problem and to recommend an appropriate level of education or treatment in order to prevent subsequent alcohol-related traffic offenses.
Abstract
A task force composed of State and county agencies and private organizations concerned with the DWI problem. A survey of certified alcohol use assessors and screeners showed that 62 percent responded that the program had been working adequately since the legislative changes. While 77 percent of the respondents felt that their agency was better able to identify problems, 29 percent felt that the law had created more problems in getting the proper level of care for their clients. The study identified problems and presented recommendations in the areas of changes to the Alcohol Safety Program and their impact, trends in the criminal justice response to DWI, and reimbursement payments. 13 figures and 7 appendixes
