These nine papers on the electronic monitoring of offenders were presented at a 1988 conference that was held in England and that provided information from professionals in the United States who had practical experience in the field.
Abstract
The participants from the United States focused on research findings regarding the electronic monitoring of serious offenders, problems involved in electronic monitoring, and the growth of new programs. An analysis of programs in the United States estimated that in February 1988 about 2,300 people were being electronically monitored, almost 3 times the number that were monitored a year earlier. Forty-six percent of these offenders were in Michigan and Florida. Other presentations focused on the the practical issues involved in monitoring, the consequences for offenders, an experimental program involving the tagging of juvenile offenders, and the possibility of electronic house arrest in the Netherlands as an alternative to incarceration.
