This report reviews US experiences with electronic monitoring, compares per inmate cost efficiency, examines the moral issues involved, and analyzes associated policy changes that would be required in the Dutch system of social control.
Abstract
Alternatives to incarceration, how they compare to electronic monitoring, the changes in offender supervision brought about by electronic monitoring, and the "dangers" of overuse or abuse of electronic supervision of offenders are reviewed by the Commission. Adjustments within the current Dutch criminal justice system and the related practical aspects such as costs are also considered. It is concluded that electronic supervision can be possible or it can be desirable, but neither is currently feasible in the Netherlands without further study. 13 notes and 3 appendixes
