Six electronic monitoring programs currently operating in Virginia were analyzed to generate caseload statistics and to describe program operations and costs and the types of offenders placed on electronic monitoring.
Abstract
These 6 programs had placed a total of 449 offenders on electronic monitoring as of June 30, 1990. Approximately 90 percent of the offenders placed on electronic monitoring since 1986 successfully completed their community sentences. The vast majority of offenders who were unsuccessful were removed from participation due to violations of program rules and regulations. The average daily cost per offender on electronic monitoring was significantly less than the average daily cost of incarceration. Key factors accounting for the varying operational costs between programs were the type of equipment utilized, method of acquisition, equipment utilization rate, and staffing pattern employed. It is recommended that Virginia continue to fund electronic monitoring programs at the current level of $300,000 to permit moderate expansion on the basis of research and evaluation findings. 10 references
