HISTORY OF THE NORWEGIAN CHILD WELFARE LAW OF 1896 AND HOW IT WAS BROUGHT INTO BEING, CONCENTRATING ON THE ROLE PLAYED BY ITS ORIGINATOR AND PRINCIPAL SPONSOR, BERNHARD GETZ.
Abstract
GETZ STARTED WITH THE ASSUMPTION THAT THE BEST WAY OF FIGHTING CRIME WAS TO PREVENT IT, AND THAT THE MOST EFFECTIVE PREVENTION WAS TO START WITH THE CHILDREN. BUT IF A YOUNG OFFENDER COULD BE PROTECTED FROM GROWING UP A CRIMINAL, THE SAME PROTECTION COULD BE APPLIED ALSO IN THE CASE OF THE POTENTIAL OFFENDER, THE PREDELINQUENT, WHO HAD BEEN MADE DISCERNIBLE BY MEANS OF THE NEW SCIENCE OF CRIMINOLOGY.
