INCREASED PUBLIC HOSTILITY, LAW-AND-ORDER DEMANDS ON POLICE, LOW PAY, AND POOR PERSONNEL PRACTICES ARE DISCUSSED AS FACTORS STIMULATING DISCONTENT AMONG POLICE.
Abstract
IT IS REASONED THAT THE TRANSFORMATION OF POLICE DISSATISFACTION INTO MILITANT STATEMENTS AND ACTIONS HAS BEEN SPURRED BY THE SUCCESS OF CONFRONTATION TACTICS BY OTHER GROUPS, BY YOUNG POLICEMENT MORE WILLING TO SEEK REDRESS OF THEIR PERCIEVED GRIEVANCES, AND BY THE HIGH DEGREE OF OCCUPATIONAL COHESION AMONG POLICEMEN. THE AUTHOR POINTS OUT THAT WHEN A COHESIVE, ESTABLISHED GROUP ENCOUNTERS A MORE DIFFICULT AND THREATENING ENVIRONMENT, WHICH RESULTS IN INCREASED DISSATISFACTION AND VIOLATION OF ITS NORMS OF EQUITY, THIS GROUP WILL ENGAGE IN SOME KIND OF SELF-INTEREST ACTIVITIES TO IMPROVE ITS SITUATION. THE RECENT EMERGENCE OF MILITANT POLICE ATTITUDES AND BEHAVIOR FOR THE PURPOSE OF ADVANCING POLICE SELF-INTEREST IS CONSIDERED A PREDICTABLE MANIFESTATION OF THIS GROUP BEHAVIOR....RCB
