GUIDELINES ARE PRESENTED TO ASSIST EMERGENCY SERVICE PERSONNEL DURING THE FIRST 30 MINUTES OF AN INCIDENT INVOLVING A SPILL OF A VOLATILE, TOXIC, GASEOUS, OR FLAMMABLE MATERIAL SHIPPED IN BULK.
Abstract
THE MANUAL COVERS 42 SELECTED HAZARDOUS MATERIALS THAT ARE SHIPPED IN BULK. INCLUDED ARE GASEOUS OF HIGHLY VOLATILE LIQUIDS WITH POISONOUS OR EXTREMELY FLAMMABLE PROPERTIES. THE LEFT-HAND PAGE OF EACH SPILL GUIDE IDENTIFIES THE MATERIAL, OUTLINES ITS POTENTIAL HAZARDS AND PROVIDES IMMEDIATE-ACTION INFORMATION FOR FIRES, SPILLS, AND FIRST AID. EACH RIGHT-HAND PAGE SPECIFIES EVACUATION AREAS AND DISTANCES RECOMMENDED FOR PROTECTING THE PUBLIC FROM EXPLOSIONS AND FROM DANGEROUS CONCENTRATIONS OF TOXIC VAPORS. WHERE APPLICABLE, WATER POLLUTION CONTROLS ARE ALSO SPECIFIED. PROCEDURES TO FOLLOW WHEN ASSISTANCE IS NEEDED OR WHEN APPROPRIATE RESOURCES AND EQUIPMENT ARE NOT AVAILABLE ARE NOTED. THE EVACUATION SPECIFICATIONS ARE PRESENTED IN SUCH A WAY THAT EMERGENCY SERVICE PERSONNEL NEED ONLY ESTIMATE THE SIZE OF THE SPILL PUDDLE TO DETERMINE THE APPROPRIATE EVACUATION AREA. A FACSIMILE OF A TYPICAL CHEM-CARD -- AN INFORMATION SHEET FREQUENTLY CARRIED BY DRIVERS TRANSPORTING HAZARDOUS MATERIALS -- IS INCLUDED. (LKM)
