Abstract
THE 911 NUMBER WAS FIRST RECOMMENDED IN 1967 BY A PRESIDENTIAL COMMISSION TO SPEED UP EMERGENCY POLICE, FIRE, AND OTHER SERVICES TO THE PUBLIC. REPORTS GIVING AN OVERVIEW OF 911, PRESENTED BY THE TELEPHONE COMPANY AND OTHERS, INCLUDE A STUDY SHOWING THE POPULARITY OF 911 IN CUTTING EMERGENCY RESPONSE TIME AND IN GIVING CITIZENS ONE EMERGENCY TELEPHONE NUMBER TO REMEMBER, AS WELL AS PROBLEMS ENCOUNTERED IN PLANNING AND USING 911 SYSTEMS. REPORTS PRESENTED FROM FOUR STATES AND THE DISTRICT OF COLUMBIA ON REGIONAL 911 USE COVER TECHNICAL AND POLITICAL PROBLEMS IN PLANNING AND IMPLEMENTATION. A REPORT OF THE 911 SYSTEM IN OMAHA, NEBR,. ATTRIBUTES ITS SUCCESS TO COOPERATION OF ALL AGENCIES, THE TELEPHONE COMPANY, AND OTHER PERSONS INVOLVED; COMPREHENSIVE PLANNING; AND GOOD EQUIPMENT. THE OMAHA SYSTEM PRESENTLY LINKS 37 POLICE JURISDICTIONS AND SERVES 600,000 PERSONS. AN ADDITIONAL REPORT DISCUSSES THE DUTY OF LOCAL GOVERNMENT TO OVERCOME BUREAUCRATIC RESISTANCE TO 911 AND IMPLEMENT IT FOR ITS CITIZENS. A REPORT ON CRIME RESEARCH AND DEVELOPMENT DISCUSSES ALARM SYSTEMS, IMPROVING LAW ENFORCEMENT COMMUNICATION DURING CIVIL DISORDERS, AND POLICE EQUIPMENT (INCLUDING AUTOMATIC POLICE CAR LOCATING SYSTEMS).
