THREE REORGANIZATION STRATEGIES ARE DISCUSSED AS EXPERIMENTAL APPROACHES TO MAKING POLICE MORE RESPONSIVE TO SOCIETY'S DEMANDS FOR SERVICE.
Abstract
THE PATTERNS OF POLICE REORGANIZATION PRESENTED IN THIS ARTICLE SHARE TWO COMMON ASPECTS- A REDEPLOYMENT OF THE PATROL FUNCTION, AND A SHIFT IN INSTITUTIONAL NATURE AWAY FROM BEING ADMINISTRATION-CENTERED TO BEING CLIENTCENTERED. CONCEPTUALLY, THE THREE STRATEGIES ARE TERMED 'CENTRALIZED REDEPLOYMENT AND SPECIALIZATION', 'ADMINISTRATIVE DECENTRALIZATION', AND 'COMMUNITY CONTROL'. THEY ARE GENERALLY CHARACTERIZED BY A REDEFINITION (AND USUALLY A BROADENING) OF THE PATROLMAN'S ROLE, STRONGER ATTENTION TO POLICECOMMUNITY RELATIONS, AND MORE CONSCIOUS EFFORTS TOWARD RESPONSIVENESS TO PUBLIC DEMANDS. SPECIFIC IN-PROGRESS EXAMPLES OF THE THREE STRATEGIES ARE CITED.
