AN OVERVIEW IS PROVIDED OF THE ERIE MUNICIPAL POLICE INFORMATION RETRIEVAL ENHANCEMENT (EMPIRE) SYSTEM, WHICH IS USED BY LOCAL POLICE AGENCIES IN ERIE COUNTY, N.Y.
Abstract
THE SYSTEM WAS CREATED TO FILL THE NEEDS OF THE AREA LAW ENFORCEMENT AGENCIES FOR A SYSTEM THAT CAN FACILITATE RAPID INFORMATION ON WANTS AND WARRANTS, STOLEN PROPERTY AND VEHICLES, MOTORISTS AND VEHICLES IDENTIFICATION, MESSAGE SWITCHING AMONG LAW ENFORCEMENT AGENCIES, AND TIMELY RECEIPT OF CRIMINAL HISTORIES FROM THE STATEWIDE CRIMINAL HISTORY REPOSITORY. STEPS LEADING TO THE CREATION OF THIS SYSTEM ARE ENUMERATED. ATTENTION IS THEN FOCUSED ON THE GEOCODING DATA BASE, A SUBSYSTEM OF THE MODULAR EMPIRE SYSTEM. TECHNICAL INFORMATION IS PRESENTED FOR THE GEOCODING DATA BASE, BOTH FOR ITS SOFTWARE AND ITS ORGANIZATION. THE INFORMATION IS BOKEN DOWN INTO THAT ON THE STREET ADDRESS INDEX FILE, THE STREET SEGMENT FILE, THE TELEPHONE NUMBER FILE, AND THE GEOCODE PRIMARY FILE. FOR EACH FILE, AN EXPLANATION OF USES AND STRUCTURE IS OFFERED. FINALLY, A BRIEF DESCRIPTION OF GEOCODING MAINTENANCE IS GIVEN. DIAGRAMS DEPICT AN OVERVIEW OF THE EMPIRE SYSTEM, THE GEOCODING DATA BASE, AND THE FLOW OF A QUERY TO THE GEOCODE DATA BASE BY ADDRESS. (MHP)
