THIS TECHNICAL ASSISTANCE GUIDE WAS DESIGNED TO ENCOURAGE CETA (COMPREHENSIVE EDUCATION AND TRAINING ACT) PRIME SPONSORS TO DEVELOP EMPLOYMENT AND TRAINING PROGRAMS FOR OFFENDERS.
Abstract
IT PROVIDES BASIC INFORMATION ABOUT OFFENDERS AND THE CRIMINAL JUSTICE SYSTEM TO EMPLOYMENT AND TRAINING PEOPLE CONCERNED WITH SERVING OFFENDERS. DATA IS FIRST EXAMINED ON THE POPULATION OF OFFENDERS, THEIR NUMBERS AND DEMOGRAPHIC CHARACTERISTICS, AND THE SERIOUSNESS OF THEIR EDUCATIONAL AND VOCATIONAL HANDICAPS. AN EFFORT IS MADE TO CONVEY HOW THE STIGMA OF INVOLVEMENT WITH THE CRIMINAL SYSTEM, ESPECIALLY THE EXPERIENCE OF CONFINEMENT, SETS OFFENDERS APART FROM THE REST OF THE POPULATION. THE CRIMINAL JUSTICE SYSTEM IS THEN DESCRIBED, WITH PARTICULAR ATTENTION BEING PAID TO THOSE POINTS AT WHICH INTERVENTION WITH EMPLOYMENT AND TRAINING PROGRAMS IS FEASIBLE AND TO THOSE AGENCIES AND PERSONNEL WHOSE COOPERATION IS CRITICAL TO THE SUCCESS OF PROGRAMS. BOTH THE GENERAL POTENTIAL FOR PROGRAM INTERVENTION AND CONCRETE PROGRAM EXAMPLES ARE PRESENTED ACCORDING TO SUCCESSIVE STAGES IN THE CRIMINAL JUSTICE SYSTEM, FROM ARREST THROUGH POST-CONFINEMENT, ALONG WITH CLUES TO PROMISING METHODS AND TECHNIQUES AND WARNING FLAGS ABOUT PITFALLS, BARRIERS TO THE EMPLOYMENT OF OFFENDERS AND SOME OF THE STEPS WHICH HAVE BEEN AND CAN BE TAKEN TO OVERCOME THEM ARE ALSO DISCUSSED. FINAL CHAPTERS EMPHASIZE THE CONTRIBUTIONS OF SOUND PLANNING TO THE SUCCESS OF OFFENDER EMPLOYMENT, THE IMPORTANCE OF PROGRAM ASSESSMENT AND THE MEANS FOR ITS ACHIEVEMENT, AND THE COORDINATION OF CETA-FUNDED PROGRAMS WITH THOSE UNDER OTHER SPONSORSHIP. THE GUIDE CONCLUDES WITH A SELECTED BIBLIOGRAPHY OF NEARLY 100 PUBLICATIONS.
