JUROR UTILIZATION INEFFICIENCY AND METHODS BY WHICH THE JURY SYSTEM CAN BE MADE MORE EFFICACIOUS WITHIN THE EXISTING STRUCTURE OF THE COURT SYSTEM.
Abstract
BASED ON RECORDS OF THE UNITED STATES DISTRICT COURT FOR THE DISTRICT OF COLUMBIA, THE STUDY DETERMINED THAT NATIONALLY, 100 MILLION DOLLARS COULD BE SAVED BY BETTER MANAGEMENT OF THE JURY SUBSYSTEM OF THE COURT SYSTEM. IN THE SYSTEM STUDIED, THE EFFICIENCY OF JUROR USE WAS ABOUT 50 PERCENT. THE AUTHOR CONDUCTED SIMULATION STUDIES TO OBSERVE THE COMPONENT ELEMENTS OF THE DISTRIBUTION OF THE DAILY PEAKS AND CONCLUDED THAT THE DISTRIBUTION APPROXIMATED A 'GUMBEL EXTREME VALUE,' A THEORETICAL METHOD BY WHICH THE OCCURRENCE OF EXTREME EVENTS CAN BE PREDICTED. HE RECOMMENDED THREE POSSIBLE METHODS FOR IMPROVEMENT - BETTER ADJUSTMENT OF THE SUPPLY OF JURORS TO MATCH THE DAILY DEMAND, SMOOTHING OUT THE DEMAND FOR JURORS, AND REDUCING THE SIZE OF JURY PANELS.
