This article examines anti-gang strategies in use among law enforcement agencies in the United States.
Abstract
The Spergel Model or the Comprehensive Communitywide Approach to Gang Prevention, Intervention, and Suppression Program has been widely used. The author discusses potential faults with the model, in particular the philosophy that suppression is a politically popular approach, but may not be as effective as a multi-dimensional approach to changing the culture of violence. Similarly, intervention under the Spergel Model is based upon social services, which are often underfunded or unproven. Both approaches ignore the underpinnings of gang violence in communities. The culture of gang violence is multi-generational, and embedded in communities that provide both willing and unwilling support. Long term success in quelling gang violence tends to focus on community policing models that rest on local knowledge and nuisance abatement. The author proposes use of the 3D Model, an acronym for Disrupt, Dismantle, and Discourage, which requires the involvement of law enforcement, community leaders, and other community stakeholders. This model creates a network of affiliated organizations and shares resources and responsibilities. The model is flexible, adapts to changing environments, and provides a road map for change.
