DETAILED HISTORICAL EMPHASIZING PROGRESSIVE ALIENATION OF PRISON GUARDS BECAUSE PRIORITY IS GIVEN TO REHABILITATION RATHER THAN CONTROL.
Abstract
RIOTS AND ESCAPES HAVE INCREASED SINCE GREATER EMPHASIS HAS BEEN PLACED ON REHABILITATION THAN ON CONTROL. THE PRISON GUARDS FEEL THAT THEY GET THE BLAME FOR THIS ALTHOUGH THE GREATER PERMISSIVENESS PREVAILING IS ACTUALLY THE REASON FOR IT. FURTHERMORE, THE GUARDS ARE NOT BEING TRAINED FOR REHABILITATION WORK OR TRANSFERRED INTO THAT FIELD. INSTEAD, SPECIALISTS ARE BROUGHT IN FOR REHABILITATION FUNCTIONS. THE GUARDS ALSO FEEL THAT THEY ARE GIVEN NO OPPORTUNITIES FOR ADVANCEMENT WITHIN THE PRISON HIERARCHY AND THAT THEIR GRIEVANCES RECEIVE NO ATTENTION BECAUSE THE CENTRAL AUTHORITY - THE HEAD OFFICE, COMING UNDER THE HOME SECRETARY - IS TOO REMOTE. A POSTSCRIPT GIVING SOME RESULTS OF THE MOUNTBATTEN RECOMMENDATIONS ON PRISONS IN THE LATE 1960'S, AN APPENDIX ON THE CLOSING OF PRISONS IN 1878, AND A BIBLIOGRAPHY ARE INCLUDED.
