This catalogue offered information that would enhance the capability of State and local jurisdictions to respond to events of terrorism involving weapons of mass destruction, including Biological, Nuclear/Radiological, Chemical, and Explosive (BNICE) devices.
Abstract
This catalogue contained information on training courses for a broad spectrum of emergency responders to a terrorist incident, including fire, hazardous materials (HazMat), law enforcement, emergency medical services (EMS), public health, emergency management, and public works agencies. The catalogue was divided into three sections: Training Courses, Videos, and Technical Assistance. The Training Courses focused on preparedness in the event of a terrorist incident, response to the use of weapons of mass destruction (WMD), and recovery and restoration in the aftermath. The course offerings were further broken down into the following areas: Awareness Level courses were designed for the entry-level first responder to gain basic knowledge of WMD agents and safe response practices. Operations Level training was designed for those students who have a firm grasp of basic response and seek to further their knowledge of WMD incidents. The Technician Level was designed for the student who is well versed in all levels of WMD response and utilizes practical knowledge through hands-on training and exercises. The Command Level module was designed for senior-level incident management personnel who have a strong background in coordinating emergency response. The selection Videos offered in section two covered a wide variety of terrorism related videos. For example: Surviving Weapons of Mass Destruction, Weapons of Mass Destruction and the First Responder, and Responding to WMD/HazMat Crime Scene. The third section covered Technical Assistance for jurisdictions to support the development, enhancement, and implementation of on-going domestic preparedness efforts. There are two supplements to the Table of Contents. Supplement 1 arranged the classes according to discipline. This alternative listing included: Emergency Management, Fire and Hazardous Materials, Law Enforcement, Emergency Medical Services, Health and Medical, and Public Works. As many courses target multiple areas of expertise, and all of the applicable cases were listed within each discipline. The course titles directly correspond to those pages identified in the Table of Contents. Supplement 2 displayed the courses as their application and information utilization would fall along a projected WMD incident time line.
