THE WASHINGTON PRETRIAL JUSTICE PROGRAM IDENTIFIES PROBLEMS IN SECURING DEFENDANTS' RIGHTS TO BAIL, EFFECTIVE LEGAL ASSISTANCE, A SPEEDY TRIAL, AND NEEDED MEDICAL SERVICE WHEN INCARCERATED IN WASHINGTON, D.C.
Abstract
THIS REPORT SUMMARIZES THE 26-MONTH GRANT EXPERIENCE OF THE PROGRAM IN PROVIDING CASEWORK SERVICES TO 569 INDIVIDUALS ENMESHED IN THE DISTRICT OF COLUMBIA CRIMINAL JUSTICE PROCESS, THE MAJORITY OF THEM IN PRETRIAL STATUS. IT CONTAINS LETTERS FROM 26 INMATES REQUESTING ASSISTANCE; A SUMMARY OF THE KINDS OF PROBLEMS EXPERIENCED BY THE 569 INDIVIDUALS WHO SOUGHT THE PROGRAM'S HELP BETWEEN FEBRUARY 1, 1973 AND APRIL 30, 1975; A SYNOPSIS OF INDIVIDUAL CASES, ARRANGED ACCORDING TO SPECIFIC CATEGORY OF PROBLEM, AND PROGRAM CONCLUSIONS AND RECOMMENDATIONS RELATIVE TO THESE PROBLEMS. THE SUGGESTIONS ARE GROUPED ACCORDING TO THOSE CALLING FOR LEGISLATIVE ACTION AND THOSE CALLING FOR ADMINISTRATIVE ACTION. INCLUDED IN THE APPENDIX ARE A LISTING OF STAFF AND SUMMARY BUDGET ITEMS, A CASEWORKER'S LOG OF ONE DAY, A LISTING OF AGENCIES AND OFFICES CONTACTED AS PART OF THE CASEWORK SERVICE, AND A GLOSSARY OF ABBREVIATIONS AND TERMS USED IN THE REPORT.
