EXAMINATION OF THE MICHIGAN STATE POLICE (MSP) INTELLIGENCE OPERATIONS TO IDENTIFY EQUIPMENT LIMITATIONS IN SURVEILLANCE OPERATIONS.
Abstract
MAJOR OPERATIONAL LIMITATIONS HAVE BEEN IDENTIFIED IN MSP SURVEILLANCES WHEN PERFORMING THE FOLLOWING FUNCTIONS ESTABLISHING CONTACT WITH SUSPECT, MAINTAINING AN INCONSPICUOUS APPEARANCE, MAINTAINING CONTACT WITH A MOBILE SUSPECT, AND OBTAINING INFORMATION FOR DIRECTING SURVEILLANCE ACTIONS. OPERATIONAL REQUIREMENTS ARE PRESENTED FOR SEVEN DESIRED EQUIPMENT SYSTEMS CAPABILITIES WHICH WOULD ALLEVIATE THE LIMITATIONS IDENTIFIED IN PERFORMING THESE FOUR FUNCTIONS. THESE SEVEN DESIRED CAPABILITIES ARE DETECTION OF PRESENCE OF A CAR IN A GARAGE, COVERT CAR MOTION INDICATORS, INCONSPICUOUS REMOTE VIEWING, COVERT MOBILE RADIO ANTENNA, CAR/AGENT TRACKING, COVERT REMOTE LISTENING, AND COVERT RECEPTION BODY TRANSCEIVER. POTENTIAL BENEFITS OF HAVING THESE CAPABILITIES ARE SUGGESTED. PRIMARY BENEFITS ARE MORE EFFECTIVE UTILIZATION OF RESOURCES, REDUCED RISKS AT JEOPARDIZING THE SURVEILLANCE, AND DECREASED DANGER TO UNDERCOVER AGENTS. (AUTHOR ABSTRACT)
