The use of clandestine surveillance has become an integral tool of law enforcement with microphones, cameras, and night vision equipment used to counter drugs and violent crimes.
Abstract
When properly obtained, surveillance footage can be the most incriminating evidence a prosecutor can hope to present to a jury. Clandestine surveillance technology has developed rapidly; an entire encounter can be captured by a miniature camera lens the size of a pinhead that can be concealed in a vehicle antenna. Although technological advancements have assisted law enforcement in monitoring individuals, there are legal and moral issues associated with eavesdropping. Clandestine surveillance falls within the scope of the first, fourth, and fifth amendments regarding privacy rights and seizures. Estimates indicate that equipping a police vehicle to conduct clandestine surveillance costs $15,000 or more. The ability to maintain the vehicle's disguise is of primary concern. Electronic equipment such as a periscope with a camera mount and communications equipment capable of monitoring surrounding agencies is essential. Maintaining secure radio communications is also necessary to ensure the overall success of an operation. Portable cellular phones, laptop computers, and facsimile machines enhance surveillance efficiency and safety. Police departments should evaluate their needs before purchasing overly sophisticated surveillance equipment. Photographs and technical descriptions of surveillance equipment are provided.
