ESTABLISHES POLICIES AND PROCEDURES TO AID IN THE PREVENTION OF ESCAPES AND TO PROVIDE FOR RAPID AND SAFE RETURN OF ESCAPED OFFENDER AND INVOLVED PERSONNEL.
Abstract
A SUMMARY OF THE MOST CONSISTENT CHARACTERISTICS OF PRISON ESCAPEES ARE PRESENTED. COMMENTS ON AREAS OF MOST IMPORTANCE IN THE PREVENTION OF ESCAPES COVER TRAINING, EXTENDED COURT PROCEDURE, PLANNING OF INSTITUTIONAL MAKE-UP AND PHYSICAL PLANT, EFFECTIVE COUNSELING TECHNIQUES, PROPER CLASSIFICATION OF OFFENDERS, AVAILABLE TECHNICAL EQUIPMENT AND KNOWLEDGE OF THE EQUIPMENT. AN ESCAPE PROCEDURE PLAN IS DETAILED AND INCLUDES DISCUSSION OF AUTHORITY IDENTIFICATION, NOTIFICATION OF AUTHORITIES, MEDIA, AND FAMILY, INTELLIGENCE REQUIREMENTS (FOR GAINING INFORMATION ABOUT THE ESCAPE AND THE ESCAPEE), MANPOWER RESPONSIBLE FOR THE RETURN OF ESCAPEES, SEARCHES, FUGITIVE SQUAD DEVELOPMENT, AND PROSECUTION OF ESCAPEES.
