This report documents the history, development, and processes of the Essex County Pilot Diversion Project (Ottawa, Canada) in order to provide information to groups interested in developing community-based alternatives to the official juvenile court process.
Abstract
The program description covers administration, eligibility criteria, and procedures involved (intake, court diversion, verbal caution, referral to social service agency, compensatory task agreement, followup, and closing option). Statistical information and recommendations are included. Appendixes include a pamphlet explaining the diversion project, the compensatory task and referral agreements, the Sellin-Wolfgang Index, and other study materials.
