Crime statistics and program operations for the constabulary force in Essex, England are reported, including crime incidence, juvenile crime and prevention activities, and personnel deployment.
Abstract
Recorded crime increased 3.2 percent during 1980 in the district. Increases occurred in all categories, but increases in burglaries and bicycle thefts represented the largest growth categories. About 6,000 juveniles were arrested, a slight increase. Improved case processing procedures were implemented which reduced the time taken for bringing defendants before the courts and which allowed the department to absorb increased paperwork without adding clerical staff. The number of traffic accidents and injuries decreased slightly, but remained high. Over 6,000 breath tests were given, and about 2,000 resulted in readings over permissible limits or in refusals to submit to testing among those subjects involved in accidents. Recruiting of new officers was successful, and force moral remained at high levels. Programs implemented included increased emphasis on speed detection device use in residential areas, a public information program to encourage citizens to install more secure locks on their homes, and the opening of a Saturday afternoon program for young offenders.
