UNIT ACTIVITIES DURING ITS FIRST YEAR OF OPERATION EMPHASIZE IMPROVEMENT OF PATROL SERVICES AND RECRUIT AND IN-SERVICE TRAINING PROGRAMS.
Abstract
MAJOR OBJECTIVES OF THE UNIT DURING THIS PERIOD WERE TO ORGANIZE ITSELF, TO STUDY THE BEAT STRUCTURE AND WORKLOAD PATTERN OF PATROL SERVICES IN THE CITY OF HILO, AND TO MAKE IMPROVEMENTS IN TRAINING PROGRAMS. THE STUDY LED TO RECOMMENDATIONS FOR CHANGES IN THE STRENGTH OF EACH OF THE THREE WATCHES IN SOUTH HILO, THE ADDITION OF A FOURTH WATCH TO HANDLE PEAK PERIODS OF ACTIVITY, AND THE ESTABLISHMENT OF A FLUID BEAT STRUCTURE TO CHANGE AS LEVELS OF ACTIVITY CHANGE. CHANGES IN TRAINING PROGRAMS WHICH RESULTED FROM A UNIT STUDY INCLUDE THE ADDITION OF MOTOR TRAINING FOR RECRUITS AND GROUP DISCUSSION TRAINING PRESENTATIONS FOR VETERAN POLICEMEN. OTHER UNIT PROJECTS INCLUDE THE FOLLOWING- THE ESTABLISHMENT OF A POLICE SCIENCE EDUCATION PROGRAM, THE CREATION OF A COMMUNITY RADIO WATCH, A STUDY OF THE FIELD REPORTING SYSTEM, AND A SITE STUDY FOR A NEW POLICE HEADQUARTERS BUILDING.
