ONE IN A SERIES OF 'HOW-TO' MANUALS, THIS DOCUMENT GIVES SPECIFIC RECOMMENDATIONS AND DECISIONMAKING GUIDELINES FOR HEALTH CARE PROGRAM DEVELOPMENT IN CORRECTIONAL FACILITIES.
Abstract
THIS MANUAL IS PART OF THE CORRECTIONAL HEALTH CARE PROGRAM SERIES SPONSORED BY THE MICHIGAN DEPARTMENT OF CORRECTIONS UNDER A GRANT FROM THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION. THE SERIES' GOAL IS TO BETTER DEFINE THE MAJOR ELEMENTS WHICH CONSITITUTE A COMPREHENSIVE HEALTH CARE PROGRAM IN A CORRECTIONAL SETTING. WRITTEN ON A PRACTICAL LEVEL FROM HANDS-ON EXPERIENCE, THIS DOCUMENT IS INTENDED TO ACCOMMODATE A WIDE RANGE OF PROGRAM NEEDS AND CIRCUMSTANCES WITH THE AIM TO ASSIST PROGRAM PLANNERS AND MANAGERS IN PROMOTING SYSTEMATIC PROGRAM STRATEGIES. DESCRIBED IN DETAIL ARE THE OVERALL FEATURES OF A STAFF DEVELOPMENT PROGRAM AND PRACTICAL CONSIDERATIONS TO BE TAKEN DURING THE PROCESS'S PLANNING STAGE ARE DEFINED. THESE ACTIONS INCLUDE CLARIFYING THE PROBLEM, APPRAISING ALTERNATIVE SOLUTIONS, SETTING PROGRAMATIC GOALS AND OBJECTIVES, AND ESTABLISHING PROGRAM MANAGEMENT PROCEDURES. THE PROGRAM DEVELOPMENT IS OUTLINED AND GUIDELINES LISTED FOR IMPLEMENTING THE PLAN. FINALLY, AN OVERVIEW OF THE EVALUATION PROCESS IS GIVEN, AN ANNOTATED BIBLIOGRAPHY, RESOURCES, AND SUPPLEMENTARY MATERIALS KEYED TO SPECIFIC SECTIONS OF THE MANUAL ARE APPENDED.
