This chapter reviews the European Union (EU)'s initiatives in the fight against corruption.
Abstract
The European Union's anti-corruption measures include: (1) a Protocol on protection of the European Communities' financial interests which criminalizes the active and passive corruption of national and Community officials, where such corruption damages the Union's financial interests; (2) a second Protocol to the Fraud convention which has provisions for criminalizing laundering of proceeds of corruption and introduces liability of legal persons involved in organized crime; (3) a Joint action criminalizing corruption in the private sector; (4) an Action Plan that identifies the need for a comprehensive EU policy against corruption; (5) planned action in such areas as tax deductibility of bribes, public procurement, accounting and auditing standards, blacklisting and external aid and assistance; (6) a coherent anti-corruption policy in the area of cooperation with third countries benefiting from Economic Community assistance; (7) signing by most EU member states of the Council of Europe Civil Law Convention on Corruption; and (8) involvement in the consultation process which led to adoption of the Global Programme against Corruption launched by the UN Office for Drug Control and Crime Prevention.
