SET OF BROAD MANAGEMENT OBJECTIVES TENTATIVELY SUGGESTED FOR A CRIMINAL COURT.
Abstract
SOME OF THESE OBJECTIVES ARE AIMED AT IMPROVING THE QUALITY OF JUSTICE, SOME AT REDUCING THE BURDEN IMPOSED BY ADMINISTRATIVE PROCEDURES ON INDIVIDUALS AND AGENCIES, AND SOME AT INCREASING EFFICIENCY. THE SUCCESS OF ANY ADMINISTRATIVE REFORM SHOULD BE EVALUATED IN TERMS OF OBJECTIVES SUCH AS THESE. WHILE, IN MANY INSTANCES, THE EVALUATION MUST BE SUBJECTIVE IN NATURE, A SET OF OBJECTIVE CRITERIA, OR MEASURES OF PERFORMANCE, SHOULD BE USED WHEREVER POSSIBLE. APPENDIX I IS A GLOSSARY OF COURT-RELATED TERMS USED. APPENDIX II DESCRIBES THREE FORMULAS FOR ESTIMATING CASEFLOW THROUGH THE COURTS, DEVELOPED FOR AND USED BY THE CRIMINAL COURT OF THE CITY OF NEW YORK. (AUTHOR ABSTRACT)
