These evaluation guidelines are designed for use in assessing the implementation and outcomes of projects conducted by governments and agencies using grants funded through the Federal Anti-Drug Abuse Act of 1988.
Abstract
The guidelines are intended as flexible instruments rather than rigid rules. Individual States may choose from among many different assessment methods in designing their evaluation efforts. However, small programs and those providing mainly supplies and equipment need not be evaluated. The evaluation method depends on the type of question posed, the nature of the project, the availability and accuracy of the data, and the time and level of resources available. The evaluation should be matched to the project. Data collection methods may include direct observations, interviews, the use of administrative records, the adaptation of administrative records, and surveys. Analytic techniques available include case studies, quantitative descriptions, before-and-after studies, time-series analyses, experimental designs, and quasi-experimental studies. Finally, the evaluation effort should emphasize providing feedback that is useful to decisionmakers. Appended list of 26 references and list of clearinghouses and resource organizations.
