Abstract
THIS EVALUATION IS ORGANIZED INTO THREE COMPONENTS: OPERATIONS ANALYSIS; ORGANIZATIONAL ANALYSIS AND ATTITUDINAL IMPACT; AND HARDWARE SYSTEMS ANALYSIS. THE ST. LOUIS SYSTEM, NAMED FLAIR (FLEET LOCATION AND INFORMATION REPORTING), USES A SIMPLIFIED FORM OF 'INERTIAL GUIDANCE' TECHNIQUE, COUPLED WITH REAL-TIME COMPUTER TRACKING TO MONITOR THE LOCATION OF EACH OF 25 PATROL CARS WITHIN AN AVERAGE (CLAIMED) ACCURACY OF 50 FEET.
