COLLECTION OF ARTICLES ASSESSING THE INTELLECTUAL PROPOSITIONS AND PACKAGES OF POVERTY PROGRAMS AND ANALYZING THE EVALUATION PROCESS AS IT APPLIES TO ANTIPOVERTY EFFORTS DURING THE CURRENT DECADE.
Abstract
THE FIRST ARTICLE ANALYZES THE PROPOSITION THAT THERE SHOULD BE A PARTNERSHIP BETWEEN FEDERAL AND LOCAL GOVERNMENT TO BE THE CORNERSTONE OF THE ANTIPOVERTY EFFORT AND HOW THIS PROPOSITION HAS FARED SINCE THE PROGRAM BEGAN. AN ASSESSMENT IS THEN PRESENTED OF THE MAXIMUM FEASIBLE PARTICIPATION OF THE POOR. THE FOLLOWING TWO AUTHORS EXAMINE THE ROLE OF THE COMMUNITY-ACTION CONCEPT, WHICH ASSERTED THE NEED FOR A CENTRAL COMMUNITY-ACTION AGENT TO COORDINATE, AS WELL AS TO CENTRALIZE, RESOURCES AT THE LOCAL COMMUNITY LEVEL. A DESCRIPTION IS THEN PRESENTED OF VARIOUS ATTEMPTS TO COORDINATE ANTIPOVERTY PROGRAMS AT BOTH THE LOCAL AND THE FEDERAL LEVEL. IN SUCCESSIVE ARTICLES, THE FOLLOWING TWO AUTHORS DELINEATE TWO PRINCIPAL SETS OF ANTIPOVERTY PROGRAMS - MANPOWER AND COMMUNITY ACTION. AN ANALYSIS OF THE TRENDS IN THE WELFARE SYSTEM'S METHODS OF PROVIDING CASH AND SERVICES IN THIS DECADE IS FOLLOWED BY AN EXAMINATION OF INCOME INEQUALITIES DURING THE PERIOD OF THE WAR ON POVERTY. THE FINAL THREE ARTICLES DEAL WITH PROBLEMS ENCOUNTERED IN EVALUATING ANTIPOVERTY PROGRAMS, THE EVALUATION OF A HEAD START PROGRAM, AND SOME OVER-ALL PERSPECTIVES ON THE ROLE OF EVALUATION IN SOCIAL WELFARE PROGRAMS. THE SUPPLEMENT TO THIS DOCUMENT CONTAINS BOOK REVIEWS AND A DISCUSSION OF SOME RECENT DEVELOPMENTS IN STUDIES OF SOCIAL AND CULTURAL CHANGE.
