PERFORMANCE EVALUATION PRESENTED AS A PROFESSIONAL SKILL TO BE USED ON THE OPERATIONAL LEVEL.
Abstract
SOME OF THE ATTRIBUTES WHICH ARE NECESSARY FOR AN INDIVIDUAL TO BE AN EFFECTIVE EVALUATOR ARE OUTLINED. THE NEED FOR OBSERVING PERSONNEL DAILY AND MEASURING THEIR PERFORMANCE AGAINST PREVIOUSLY DETERMINED JOB STANDARDS IS EXPLAINED. TECHNIQUES TO BE USED IN CONDUCTING AN EVALUATION INTERVIEW ARE DESCRIBED ALONG WITH THE CHARACTERISTICS OF EFFECTIVE EVALUATION PROGRAMS. AREAS IN WHICH INFORMATION FROM POLICE PERSONNEL EVALUATIONS MAY BE APPLIED INCLUDE PERSONNEL SELECTION AND PROMOTION, INSERVICE TRAINING, DISCIPLINE, AND MANPOWER ALLOCATION. BRIEF DESCRIPTIONS OF VARIOUS TYPES OF EVALUATION SYSTEMS INCLUDE THE ADVANTAGES AND DRAWBACKS OF THE RANK ORDER, PAIRED COMPARISON, GRAPHIC RATING SCALE, FORCED CHOICE, AND FORCED DISTRIBUTION SYSTEMS. THROUGH THE USE OF THE PRINCIPLES DISCUSSED IN THIS MANUAL, THE READER WILL BE ABLE TO IMPROVE THE USEFULNESS OF PERFORMANCE EVALUATION AS ONE OF HIS SUPERVISORY TOOLS. (SNI ABSTRACT)
