THIS PAPER PRESENTS AN OVERVIEW OF POLICE COMMAND AND CONTROL SYSTEMS, DISCUSSES THE BENEFITS OF MAJOR SYSTEM COMPONENTS, AND OFFERS RECOMMENDATIONS ON THE SEQUENCE OF IMPLEMENTATION, BASED ON AN EVALUATION BY LAW OFFICERS.
Abstract
MODERN COMPUTER ASSISTED COMMAND AND CONTROL SYSTEMS HAVE THE POTENTIAL FOR IMPROVING THE EFFECTIVENESS OF POLICE ACTIVITIES. IN THIS PAPER, THE AUTHORS PRESENT A BASELINE DESIGN FOR A POLICE COMMAND AND CONTROL SYSTEM FOR A MEDIUM SIZE POLICE DEPARTMENT (CITY OF 100,000 POPULATION). THIS BASELINE DESIGN WAS PRESENTED TO POLICE CHIEFS, PLANNING OFFICERS AND LAW ENFORCEMENT OFFICIALS RESPONSIBLE FOR THE EVALUATION AND DEVELOPMENT OF LONG RANGE PLANS IN THE AREA OF COMMAND AND CONTROL. THESE OFFICIALS WERE ASKED TO EVALUATE THE DESIGN AND ITS VARIOUS ALTERNATIVES FROM AN EFFECTIVENESS, OPERATIONAL AND ECONOMIC POINT OF VIEW. THIS EVALUATION INCLUDED AN ASSESSMENT OF THE EFFECT OF THE SYSTEM ON SUCH FIRST ORDER PARAMETERS AS RATE OF INDEX CRIME, APPREHENSION RATE AND RESPONSE TIME. SECOND ORDER CONSEQUENCES SUCH AS THE IMPACT OF THESE SYSTEMS ON DEPARTMENT MORALE, ORGANIZATION AND TRAINING AS WELL AS ACCEPTANCE BY LOCAL POLITICAL GROUPS AND THE NEWS MEDIA WERE ALSO EVALUATED. FROM THIS EVALUATION, GUIDELINES FOR THE DESIGN OF COMMAND AND CONTROL SYSTEMS IN REPRESENTATIVE CITIES WERE DEVELOPED; THESE ARE SUMMARIZED IN THIS ARTICLE. (AUTHOR ABSTRACT MODIFIED)
