Abstract
SOURCES OF BIAS IN EVALUATION AND THE PREVENTIVE MEASURES FOR THEM ARE REVIEWED. A SET OF GUIDELINES FOR ESTABLISHING THE OUTLINES OF A BROAD EVALUATION SYSTEM ARE PROVIDED, BASED ON RECOMMENDATIONS FOR INDEPENDENT FEEDBACK IN EVALUATION AND REGULAR REVIEW OF THE INDEPENDENCE.
