Abstract
THE DISCUSSION TAKES AS ITS STARTING POINT THE CRISIS OF SOCIAL VALUES IN WESTERN CIVILIZATION, FOCUSING ON THE CRISES OF LEGITIMACY, AUTHORITY, AND CONFIDENCE WHICH AFFECT THE ADMINISTRATION OF CRIMINAL JUSTICE. THE CRIMINOLOGIST HAS A CRITICAL CREATIVE, AND PROPHETIC FUNCTION IN ANALYZING IDEOLOGIES, INSTITUTIONS, AND SOCIAL CHANGE. HIS MAJOR ROLE IS THE FORMULATION OF SHORT, MEDIUM, AND LONG TERM POLICY ALTERNATIVES ON THE BASIS OF EXPERIMENTAL EVALUATIVE RESEARCH. THE DISCUSSION IS BASED LARGELY ON AMERICAN CRIMINAL JUSTICE LITERATURE AND THE EXPERIENCE OF CRIMINOLOGISTS IN THE UNITED STATES SINCE THE 1960'S. --IN FRENCH
